July 2009

Where are we now?

The Public Inquiry for Three Moors and Bickham Moor will reconvene
to complete evidence and cross-questioning on noise and to deliver closing statements.
So it's the same time and same place on the 17th and 18th September.
(That's South Molton Assembly Rooms, 10amish to 5pmish.)
When the PI finishes in September, it may be a couple of months before the Inspector delivers his decision.

Meanwhile the Batsworthy Cross and Cross Moor planning applications
have still to go to NDDC's planning committee; we do not know when this will happen.
A further round of consultation has just finished around the Batsworthy Cross planning application
after npower were asked to provide more information on lighting, hydrology and noise.

Thank you all for your fantastic support; without you we could not have come this far.
If you would like to make a contribution to this campaign, please make your cheques payable to the
“Two Moors Campaign” and post them to “PO Box 132, Tiverton, Devon EX16 OAP.”

January 2009

Postponement of Committee Meeting on 2nd February 2009

The re-advertisement and re-consultation exercise that took place between late November and 12th January, has raised a number of new issues.

On 12th January, Defence Estates for the MOD wrote to the Planning Manager, advising that it had changed its position with regard to the illumination of the proposed wind turbines with air navigation lights. Previously, the MOD had indicated that illumination was not required. The Planning Manager considers that this late change of advice needs to be discussed with the applicant, as the proposal currently does not propose illumination. He also considers that this information should be shared with consultees such as the Council for the Protection of Rural England, and other interested parties.

Objectors have also submitted new information, including a noise assessment report they have commissioned, and have drawn attention to possible anomalies with regard to the hydrological information submitted by the applicant.

In order to properly consider the change of position of Defence Estates, it will be necessary to postpone the Committee meeting due to take place on 2nd February at West Anstey Village Hall, Yeo Mill, and to rearrange it for a later date. This will also provide further time for a full assessment to be made of all the new information received. A minimum period of 2 – 3 weeks is anticipated for this postponement.

Malcolm Easton, Head of Planning &, Development Services

John Constable of the Renewable Energy Foundation is speaking on the Thursday after the play.

BICKHAM MOOR WIND TURBINE SITE

A site notice went up yesterday for a 60m anemometer mast at Bickham Moor (between Knowstone and Oakford). The application is for the erection of the mast for 18 months.

THIS IS OBVIOUSLY THE PRECURSOR FOR A WIND TURBINE PLANNING APPLICATION.

The planning application number is 06/01131/FUL

Any objections should be sent to J Guscott

Head of Planning at Mid Devon Council

Phoenix House

Phoenix Lane

Tiverton

You can object to the erection of this mast, but in all likelihood we must be aware this mast may go through. The local parish council could object if they see fit to. They have not done so as yet.
